Well, I recommend creating a normal roleplay server from scratch, Because, Prison roleplay isn't successful and gain low playerbase, Also if you are going to follow my option, Create a gamemode from scratch and avoid leaked scripts (NGG, SARP, PLA) because most of them lead to DDoS or gain a high playerbase and one day you will find a low playerbase.

A lot of people want freedom to have cars, houses... and a prision roleplay doesnt allow that, so expect a low playerbase.
