Suggestions to increase fps
1. Set fx quality to low (menu -> options -> display-> advanced)
2. Decrease draw distance
3. Remove your mods (if you have any)
This should raise your fps from 5 to around 15-25

Ram isn't do much for the fps, it's for performance mostly. For fps you need good CPU and graphics card.
Download DirectX 11 and try with it, maybe you forgot to install your graphics card drivers.

Out of curiosity do you use an APU if so, is your RAM and older generation (DDR2 instead of DDR3 or maybe even DDR) from your previous if that isn't so. Is the clock speed of the RAM lower (1000MHz instead of 1600MHz)
And if that doesn't help if you use an AMD graphics card/APU download CCC

There are two probability's
1. Win10 has heavier graphical content / animations.
2. Win10 eats more RAM.
Check the loads.

well. i noticed with windows 10. the screen quality for everything really went too good. (even for gta sa). even though configuring the resolution ingame doesnt help. is there any way i can 'downgrade' the screen quality or something to achieve more FPS?
