First Login bots login with rak samp!
I used: Ban, BanEx, Kick function and not work, it connects back very quickly.
Solution?

Limit the same IP that connects more than X times and Use GetTickCount() to check the IP that actually flooding with connections.

RakSAMP can't bypass IP bans so most likely once they are kicked, they are changing their IP address and connecting again(assuming it's the same bot and that it's using RakSAMP).
The same can be said with fake NPCs; banning the IP forbids any incoming connections from the IP and therefore isn't alterable at a software level(the client doesn't receive connection data beyond).
