The past update with Dota2 reborn came with 3 files, hl3.txt, rpg.txt, ai_basenpc.txt.
SteamDB released the contents:

Do you think this is a teaser from valve or is some employee being scared right now?
It looks like HL3 is some type of open world RPG game.

Really, as much as I want to play Half Life 3 before I die, I'm starting to thing the will never release it.
The delay of Half Life 3 is now like part of Valve's identity. It looks like they're doing this effort to keep the interest going.

Means that Valve accidently pushed 3 text files that are named for HL3, it seems it's like the FDG (

Yeah but let's be really honest the internet is still gonna do the HL3 CONFIMRE DDJ LAWALSLSS until it gets released so Valve doesn't need to do that. Or it's a VR Demo (F*** you valve whey u do dis)

There's a ******* video that outlines why Half Life 3 may never come out. The major points are that Steam brings in their monetary needs and the hype is so high that it can't possibly live up to expectations.
According to them they have nearly no one actually working on the project anymore.
Personally, I'd much more expect it to be a reference to Source 2

That video is based on assumptions, and at this point we can assume anything.
