put it in your plugins folder and on the server.cfg where it says plugins

Also in pawno/include a_mysql.inc

You've compiled your .pwn to .amx using the wrong SQL Version to what your server is using.

Stop using outdated SQL's ...
You're using R7 when R39 or w,e is out
