Suggestions:

1. Try putting crashdetect. Maybe that will give you a better idea of what is happening.

2. Update your .Net Framework.

3. Install the latest Microsoft Redistributable packages for your OS.

You might be using an outdated version of SKY. Rebuild it from github or download latest binaries provided in releases page/forum topic.

Download default SA-MP package from downloads page, set up a default server with no plugins loaded BUT sky.dll. If server won't crash, then you should check all the plugins to see which one is incompatible with sky.
