Probably you host your domain at a web hosting company. In order to link your domain to the server's IP, you will have to create a DNS record, in this case type A, from your host control panel.
Follow these steps:
1. Login to the web host control panel;
2. Open the DNS editor;
3. Create a new record (e.g. samp > You will use samp.domain.com:port to connect to the server);
4. Introduce the IP you would like to have the DNS record for (bear in mind that you have to type the IP only, without port);
5. Click Okay.
Note: You will have to wait around 12-48h for the DNS propagation.
Note #2: If using third party services such as CloudFlare, you have to create a DNS record in their control panel as well, as your network passes through their system. If not, the record created at first would be invalid and unusable, due to CloudFlare filter.

Yep. As far as I see, you're hosting at Hostinger, which has a friendly control panel. It should work within a few minutes or hours, depending on what's your location on the globe.
