I've had the same problem, I re-installed SA and SAMP, as well as change the destination folder in the SAMP options (Tools -> Settings)
Add a "1" to your GTA SA folder
from: C:\Program Files (x86)\Rockstar Games\GTA San Andreas\
to : C:\Program Files (x86)\Rockstar Games\GTA San Andreas1\
then change it in the path under "San Andreas Installation Location:" to the same thing. and run samp
If it works, you can remove the "1" from your folder and change it back in the settings.
I don't know if this is exactly what fixed it but it solved all my bugs/weird glitches with samp, I have removed several infected files during this whole process so maybe it has something to do with viruses that affect your internet access...

Are you intentionally trying to break things? Developers try to account for much of the stupidity of the users, but there will always be someone who still manages to break things by doing something incredibly stupid.
