The problem:

Once I open my 'samp-server' to connect to my server ,the game does not LOAD.I just see a loading sign near the cursor and nothing happens.

What did I do?
I re-install SA:MP/SA:MP server files(windows) and GTA SA.And try to enter ANY server and it works.I am able to enter the server.
Then again I open my 'samp-server' and try to connect to my server,the game does not LOAD again..

First I thought its a problem with the text draw editor but its not..
What the hell do I do?

Change the rcon password first..

Then the proplem is not from the server files -_-
