Okay, so i noticed
In the russian board half is russian half is dqdwwqscmsacasjc sajcascascascsa
I know it's russian but why it detects half of it ?

Because you don't have the Russian language packs to see the cyrilic character. You can download it from Microsoft's website.

Forum language has nothing to do with the in game language.
If the game supports it, you're not required to install any language pack.
On the forum, tough, you need certain packs.

I installed Russian Language Pack.
The game DID not have Russian Language till i installed it. So basically is it a problem that i didn't install a certain Pack ?

Apparently is.
I for one, thought the client comes with its own supported languages. I guess I was wrong.

Either fix it with a correct language pack, or try to install the language from the control panel.
Here's what I found on websites. I hope it helps.
From the Control Panel (Start -> Control Panel) double click on the 'Regional and Language Options' icon, then 'Keyboards and Languages', then 'Change Keyboard' , then 'Add' within 'Installed Services' under 'Text Services and Input Languages', and then click on 'Russian'.
