I have 37 Rep with 10 posts but I'm not able to post ads? I do have 2 infractions which expired long ago.

The requirement is indeed 10 posts, however, after looking at your post history, your 10th and 11th post are both today.

It may well be that the cron job which updates account permissions hasn't run yet. I'd leave it 24 hours and then PM a beta tester if you still have problems: http://forum.sa-mp.com/showgroups.php
