Graphics card not working.

My brother recently got a computer, it's pretty old but the graphics card is not working.
When I put the card in my rig, my computer recognizes it, but when I plug in the VGA it does not come on.
Same with his computer that he got.
The card is a Geforce 8400 gs ddr2 512mb pci.
We can't try to use the onboard graphics card because we don't have the adapater needed.
The fan on the card is spinning, and it's showed in device manager.
Could it still be a bad card though?

No, the computer and graphics card are both a few years old.
It was not recently built, a friend gave him the computer.

Did you changed the settings in BIOS to set the display init to graphic card instead of On Board?

Motherboards disable the onboard GPU once a graphics card is connected.

To OP:
How is it that you can see it in device manager, yet you still think it's not working?

When I plug it into my Rig, and have the VGA Plugged into my card I can goto Device manager and it sees
both my Graphics card and my brothers. But when I connect the VGA or DVI it doesn't display video.
