I want to know, why when I rep some one it says you have given enough rep to that person spread some more rep to rep him back? help plz.....!!!!

You've just answered your own question.. "Spread some more RP elsewhere." meaning not the same person..

Because you're giving too much rep to the same person. It doesn't let you do that because otherwise people would abuse the system and keep repping their friends.
