Freeroam server is anything that includes a player that can do anything he wants in the particular area since the term "Free" and "roaming" are said

To be honest when I think Freeroam, I think sandbox games.
If one was created that would be pretty nifty where players can create their own stuff, etc.
Start off with a blank canvas(One large blank island) and allow the players to create their own mapping and vehicle placement. Now, this could go south ofc because players will place objects inside of other objects that others created
Just to be well, a troll but it'd be neat. If done properly that is.

Freeroams are usually people who dont have time to invest on SAMP and just come along to play or pass their time. Tbh, I did not understand your question.

Free mode for me is running around doing what you want.
Stunting/DM/Roleplay w/e. And of couse it should have mini-games.

The use of minigames, missions, a few small roleplay commands, a zombie mode (/zombiemode), etc. Freeroam in my opinion is a mixture of nearly everything. Team deathmatch and free for all.
