They are bots from n00beit cheat, install crashdetect plugin and you will see what is exactly crashing your server

Isn't there a configuration option like "minconnectiontime" or something, to prevent exactly this?

When they leave the server, means they joined it. So add this to your code (https://sampforum.blast.hk/showthread.php?tid=320649) and youre safe.
