You can get new includes from http://files.sa-mp.com/samp037_svr_R1_win32.zip (a classic win32 package of server) and about new callbacks here are some of them (check includes for all new callbacks):

I just downloaded the win patch from the download page and the OnPlayerDamageActor function isn't forwarded in a_actor.inc where is it?
