Well,there is a problem,i did few things on OnPlayerStateChange,but the problem is that when i tp player from state driver in a car to state driver in another car,it doesnt call OnPlayerStateChange,why?

It's called when a player's state is being changed. If a player is driver and you put them to another vehicle as a driver again, the state is the same.

As the user above me said, there is no "change" between setting players as a drivers. So you cant do this. Not sure what is your system, for what do you need such a things, try to tell us about it and maybe we will be enable to help you with it by using different ways how to complete the requirement.
