I would like to be able to edit the textures and the actual characters themselves in GTA

If there is a program that anyone knows of that is free to download, please let me know.

Even if its just a program or a way to change the textures and skins of the characters.

I searched 'How to make mods for GTA San Andreas?' and found quite alot of answers.
