Hey.
I got frame limiter off, because on is much more laggy etcetc.
When I have it off, and alt-tab, and then opens GTA again and resumes, then I ALWAYS crash.

Why? And what can I do about it?

Try to delete gta_sa.set in 'My Documents', always worked for me.
