Three questions
#1

1) Can someone explain me for what is the "ackslimit" in server.cfg ?
2) Can someone tell me which values is the best to protect my server for the following settings: messageholelimit, ackslimit, playertimeout and minconnectiontime ?
3) Recently in my server something is happening. In any time the players getting bugged and they can't be shoot, the bullets of their weapons go through them as if they were transparent. The same happens with the vehicles and some vehicles is being teleported under the map. Is this possible happening because of hacker/cheater or the problem is from the gamemode ?

1) The amount of messages a second the server can send to a client / client can send to the server before it giving an ackslimit warning.
2) I've never had these problems, but if you reach a one of the limit warnings, it's most likely caused by your gamemode, check for any big loops.
3) If this happens all the time, it's most likely your gamemode.
