Im got a VPS 4GB Ram 3vcores, 5tb bandwith but My server Getting lag with 30 players its a problem with OPENVZ ?

You can have as much ram as you like; if your cpu is slow, the Ping is high or you script is bad(e.g. MySQL calls are not async) you can still have leggy performance.

Could be the VPS network is being choked by other clients on the servers which is causing all of you to lag, could be something wasn't configured right either OS wise or gamemode wise which is causing lag.
If your IP is 5.196.129.97 which is OVH I hope you're using their cloud VPS instead of their VPS classic, because the Cloud VPS they offer is made for webhosting / game servers etc where their classic VPS is made for projects only and the Cloud VPS is way less choked network wise than the classic VPS is.
