When you're in a vehicle and you are not moving, the camera is fine. But when you start driving, you can see the vehicle collisions.

Same applies for objects, when you're not moving -> Everything is fine. When you start driving, you see the object collisions as well (Sometimes, on some objects)..

This is just the way GTA SA behaves while driving
I get the same result in singleplayer and SA-MP(non CreateObject).
