Making a new house interior?

Ok, I need some help from you pro SA:MPers.
I've been thinking about making a sheriff department interior for a server I'm on as the current interior is the LSPD one, and it's a bit to large when the exterior is the Sheriff Department house in Fort Carson.
So how do I start?
I want to create a whole new interior, not editing something else.
What program should I use and how do I make walls etc.?

MTA Map Editor, or any other Ingame Object Editor.

I've already got an IG object Editor, but I can't understand how I can make a new interior with it.

In that case, how do I get under the ground?

You can make it anywhere you want. As for howto make it move certain ways, look at that topic again, I'm sure it'll tell you again howto move objects up/down.

OK,
So I downloaded the MTA Map Editor as it seems easier to make it with that.
But where do I find floor/walls/roof in the editor? Are they object IDs?

Take wall/stair type objects and put them on the side or something similar to make the walls.

Should I do this under the ground or high up in the air? Don't want it to be seen by the players .

I would recommend making it VERY high in the air, say 5000+

Thanks for the tips.
Annoying that I can't ALT-TAB when I'm in the MTA Editor.

Weird.. Hard to find objects that are only a flat wall. Found a nice wall, but it's formed like a "L" (corner), so I can't use it.
