You've to spend some time playing in a server, you can't find that files, after a second of installing SA-MP.

As you play the game the files will be created. Press F8 to take screenshots and the screens folder should appear, the list goes on like Warlord said. I can't see the need to worry about this tbh.

Run SA-MP as admin and it may create those files if it has a permissions problem.
Happens when you have multiple users setup, but haven't given the right permissions to the second user account.

If you installed it under Programms move it to "C:"
Dont forget to change your Path in the sa-mp.exe
C:\Rockstar Games\Grand Theft Auto San Andreas\data\SAMP -> Files Located
Kalcor or someone messed with on newer version.
