Go to properties of ALL exe files in the GTA SA folder and go to compatibility and check on all applications "Run By Administrator".
As GTA SA was installed with admin rights the samp debug hasn't access to the folder...

or Disable UAC.
As long as you got a good security program it shouldn't be an issue.

When you go into your GTA SA directory, look at the top. You'll see "Compatibility Files", click on that and it'll all be there.

Same thing happened to me.
Easy way: Disable UAC
Other: Make SA-MP run in compatibility mode and run as administrator as default on startup.

or work it on Windows XP SP2 mode. it's everytime works
