I set compatibility Windows XP Service Pack 3/2 but the problem remains!

That issue can fix like this:

1. gta_sa.exe run.
2. Go to "My Documents\GTA San Andreas"
3. Delete "gta_sa.set"
4. Now work fine. (You do not need to do again.)
