Hi! This question has probably been asked more than enough now but to confirm it for today, is it possible to have NPCs walking around on the streets of San Andreas? Or can it be done without NPCs.

I assume without would've caused issues with syncing it through all the players and using NPCs it would take ages to record them all. I hope y'all can help me further out.

You must record NPCs because using default gta sa traffic would cause some major problems.
(You may want to check NPC plugins, which make controlling npcs much easier.

The thread above doesn't directly answer your question, however I have stated in that thread why we don't have SAMP Public YET. It has contributions from other people in there also, I can't remember what either post says. Anyhow I felt it was relevant to link.

In response to your question, there are NPC Plugins such as:

These plugins will allow you to make walking NPCs, and having them walk from point to point. However the second one I recommend you use with caution! It is a memory hacking plugin which means with every SAMP update is made useless. It hasn't been updated since 0.3z R1, and I don't see it likely that it will be updated again.
