I want to know how to make a member not allowed to post in my visitor message section .

I think you should add to ignore list.

The most you can do is go to UCP -> Profile Privacy -> Vistor Messages -> ...
Then select friends only... or turn the off completely. That or keep deleting them, or ignore them.
