1) there is a scheduled task on your hosting PC that you don't know about
2) you have (or someone has) scripted the server to do a maintenance restart every 12 hours
The fact its EXACTLY 12a and 12p tells me its man-made and scheduled. you'll have to dig around and find it.
EDIT: Is this 12a/p YOUR time or UTC/GMT time?

1) Nothing is done on machine at those hours, that was checked by our machine support.
2) Server isn't restarting it isn't GMX, server's drop connection to every player.
