Problems 1: When I start samp-server.exe, I have a problems:

Are you using the pawno and samp-server.exe that are provided by sa-mp.com? Or it's downloaded or something from another place?

Also, check if the files he sent you contains any keylogger, he could've send you a virus, or something else, virus scan it, I hope I helped you today.

My friend tell me he use windows xp 32bit and don't have any problems

By downloading the official package. http://files.sa-mp.com/samp03z_svr_R2-2_win32.zip
Works on all windows versions.

Don't use the garbage your friend gave you.
