Its a good start, now I like helping beginners out when it comes to web design / web programming as I have a lot of experience myself in the subject.

1. You need to pick a website trend (FlatUI / Metro / Old / New / etc. Search on ****** for the latest trends) I personally love FlatUI and Metro as they are common for mobiles at the current time of this post.

2. Finding colors? use this site www.flatuicolorpicker.com. This will give you a lot of colors that blend well together when used.

3. Yes seeing as your releasing this as a public project, I am guess your plans are to help the community, but because you have limited it to your language it will make it hard for others to read or understand it. We would love it if you could do it in English, though you can make two version of the site one in English and one in your language. The best option (if your okay with PHP) is to make a language changer, and have it set to English by default.
