Well,
1) SA-MP doesn't support a great many things, yet they are still openly talked about in it's forums.
2) All modifications are and should be treated the same by SA-MP - with care.
SA-MP actually supports modifications of SA-MP, using its own tools.
Additionally, when you mod GTA SA, you're not modding SA-MP - you're modding SA's single player elements - just like SA-MP did to provide a multiplayer one. So, if talking about modding SA-MP is wrong, I suggest you just start specifying that you want to mod single-player SA. All GTA SA mods are actually made to support - well, GTA SA - only. Whether you try to use it in SA:MP or not is at your sole discretion, and you're just expected to abide by SA:MP's other terms and conditions regardless.
Still, there are servers out there which specifically work with certain mods, to provide an enhanced experience. There are also servers who's owners would recommend a mod or two for the purpose of fixing local game bugs in order to join the server.
The SA-MP teams logic, as I'm trying to understand it, is simply that it won't help anyone with an issue involving the use of mods, nor does it condone them. To 'ban' it outright would be a major disaster, because many would have to stop using SA-MP altogether. I don't think they'd be silly enough to take that risk, but still, they needn't "support" mods.
