if you are using windows 8.1 that means that's the problem cause windows 8.1 uses Directx 11.2 which doesn't support old systems sadly you can't downgrade it to Directx 9 cause windows 8.1 forces you to keep the same version.

Windows 8 is able to be upgraded to Directx 11.2 but Windows 8 doesn't force to update it without letting you know.
Windows 8.1 works on a different machine which doesn't supports old software of Directx but yea Directx is the problem here.

Your graphics card doesn't support low versions of directx that's the problem you are facing right now cause i am too downgrading directx won't work since the graphics card isn't supporting lower versions.

Try restoring your game cache.
I had the same problem with a HP Pavillion G6 Series.
Just restore the game, This means resetting it to how it was when you bought the game - Should go back to normal, At least it did for me.

I have the same problem on the same laptop and GFX card running Windows 8.1. The issue didnt occur on Windows 8. We have reported this directly to intel and I think they are looking into it. The scope of the issue is beyond SA-MPs control.
