That error means I am on a 64 bit system using a 32bit plugin, so does anyone have 64bit of libmysqlclient_r.so.15?

Try another version/compilation of the plugin. Obviously the one youre using isnt comatible with your linux distribution.
Downloading a random libmysqlclient_r.so doesnt help.
Also try to install libmysql-dev the common way.

i know how to fix it
if you're running on Linux Debian system, tip :
apt-get update
apt-get upgrade
apt-get install ia32-libs

Then, put your libmysqlclient with other 32bit libs, and 64 libs (i'm always doing this when i install my server),
it should work fine, then you could run your samp03svr normaly
