The Intel G2000 series is extremely cheap. You get a damn lot of performance per euro. But in total performance, youre still far away from an i3. Its a solid cpu, though if youre happy with 2 cores you can also invest that money into a used i3, some 2000er will be a lot faster for the same price.
The GTX 610 isnt a gaming card. Its designed to be small, power efficient, and silent, so for stuff like office pcs. Take a look at this for example:

It might run early 2000's games well, but as it is much slower than a gtx 9800, it might even have problems with games like san andreas. Sure, its cheap, but for the same money youll at least get a used gtx 280 which is BY FAR faster. Ive used a gtx 260-216 for years and was absolutely happy with it. Used ones cost even less than a new gt 610, while being about 10 times faster.
About the ram: in short, 4gb will be fine for the most stuff.
So is it a good pc? It will serve very well for office applications, run pretty silent, and eat almost no energy. But when it comes to games this pc wont be fun.
If youre looking to buy this stuff all new, Id rather go with some used i3-2xxx and a gtx 260+ for the same money, and youll be much more satisfied with the performance.
And if you got an offer for that stuff in a used condition, I wouldnt buy it, unless it costs less than 70Ђ and youre in serious need of a computer.
