Finding a working host - need help please

Alright, so here's the situation. My partner and I wanted to upgrade to a paid host, which {Host A} didn't support. We tried changing hosts and ended up with some problems. Keep in mind we used the EXACT same server on all 3 hosts via FTP, and also that changing User File permissions didn't change a thing. Here's the outcome:

{Host A}: Free - like other free servers, have to renew every day. Didn't have an option to upgrade. The server ran just fine on this service.

{Host B}: ~$3.50 a month - User file saving/loading with Y_ini stopped working.

{Host C}: ~$1.20 a month - User file saving and OnDialogResponse stopped working.

At this rate, we have no idea what to do. The paid hosting is being outperformed by a free host.

What we're looking for:
A paid hosting service under $4 a month that:
-makes our server work correctly
-has an easy to use Control Panel
-has helpful staff
-website colors that don't hurt your eyes
-has servers hosted from the US or surrounding areas
We really aren't asking for much, just that our server works correctly.

What we're NOT looking for:
-conversion to MySql
-hosting advertisements
-lectures on why we should convert to MySql
-hosts that want a quick buck from us without knowing if they will fix the issue
-people saying that the issue is in our script, and not the host, because the script works fine

Conclusion:
Everything works fine running the server locally, or on {Host A}. If you know how to fix the issues we are having without switching to a new host, speak up. Also know that everything in our server is up to date, except Streamer. Yes, we use an old version of streamer so that we don't have to add the last parameter to all 500+ objects in our server. Buddy, I was running on Host_A, I have switched to Host_B and everything were working fine, switched again to Host_C and again everything were fine and now I am back on Host_A because I have better management on my VPS.

If something is not working properly on Host_B & Host_C that you moved, it could be a script side problem and you should check about any errors in your Server Log.

The server log showed no errors, the same server files went between all the hosts, is the problem because we're using Y_ini? I just don't understand why each of the hosts performed differently, as in 1 worked, 1 had 1 problem, and 1 had 2 problems. I mean what's with that?

Buy a shitty $1 vps, you're set. Other than that you're probably not going to get a hosted server with a CP for under $4

The issue is he can't go over 15 Dollars. So i gotta say he is trying to hard to get a cheap hosting.

I would recommend going towards waiting for more money THEN buying a proper hosting.

Get a cheap VPS at openvz.io, just look at their plans, there you can put as many things as you want on it depending on your specs.
