Have you tried to use this code:

TextDrawShowForPlayer(playerid, ForumURL);
TextDrawShowForPlayer(playerid, CODTDM);

Put it OnPlayerConnect if it should be displayed for all players.

Another problem, when trying to connect, It's fixed.

but when it comes to spawning, it types back to numbers.

Try to move your 'TextDrawShowForPlayer' on 'OnPlayerSpawn' instead of 'OnPlayerConnect'
