Other than IRC there's in-game chat which can be activated by pressing 'T' or 'F6' and also you can use teamspeak.

As aid above, hit T or F6. If you're looking for protected channels, you could use some filterscripts such as:

No I know T And F6 But I Dont have access to game want a program that I chat in my computer In an SAMP Server

Looks like you didn't notice "rcon.exe" in your GTA SA folder.

I CANT GO IN GAME CUZ I DONT HAVE GAME WANT A PROGRAM THAT GOES IN A samp SERVER AND HAVE THE TENDENCY TO CHAT JUST A PROGRAM TO CHAT WITH SAMP SERVERS
