You'll need to post some logs from your server_log.txt for us to look at.

Set rcon to 0 or change your password to a bigger one with numbers.

Type "rcon 0" without the "_" in your server.cfg file.
Another thing you can do is to set a better password with letters (Caps & normal) & numbers
