The hardware specs are more than sufficient, but 1000GB bandwidth might not be enough. A steady 100 players will eat away about 1.2TB (1200GB) of bandwith a month.

Usually it is really hard to tell if the assigned CPU power is good enough. Just like here, most providers just give the number of (virtual) cores, but this tells you absolutely nothing about the real performance, as these vcroes could be configured to be anything from an intel 486 to an i7. Also the HDD i/o often are limited, but thats not important for samp. The best way would be testing. Preferrably pick a trusted hoster, and not one that popped up just a month ago, chances are good then, that it will run well.

You should be fine. But as Mauzen said before; it can be a though one when you look at the specs. A quad-core would be best, but a duo-core should be fine. 1GB can run an easy 50-100PB. With 2GB, it's way, way more.

Edit:

Ubuntu is a good choice. It'll work out, as it isn't chewing away as much RAM as Windows is.

Bandwidth is too low, get atleast 3+ TB.

More than enough. Unless you plan to use the VPS for other stuff too, like forum, website etc.

For a tip, RakNet consumes less than 2 MB if less than 10 players are connected.
