If you don't have any accounting system, then I recommend searching in ****** or in the forums about such system. If you have said system:
Depends on how you store the data. If it's MySQL you have to check if there are no rows after a SELECT query has been inputted with the player name.
If it's any other method (files), then check if the file you're saving the data into doesn't exists.

Other Can MAke killer , Killer , kiLLeR you know ? other can make this name But Cant MAke KILLER < Becouse This Id MAked....
(by change Large and small letters of the alphabet)

If you have an account system, you need to check if that player already exist by comparing names (ignoring case). And after that you do whatever you want with that player.
