Hello iv purchased A VPS 8GB , iv control panel for VPS only how to get control panel for SAMP or how to run my server i dont have FTP access?

Do not waste your time and buy a VPS if you do not know how to use it. Learn how to use one first.

you have to install a ftp server and run it for ftp access and setup a webserver along with mysql and php for a control panel to work
