So i have seen a lot of servers using like a text IP to their SA-MP server and i saw a guy who said that you will need to host the server and website on the same machine. Is this true? So if i want a text IP do i need to host my website/forum on the same VPS that we got the server on?

Buy a domain, set your server IP on the DNS server, reverse your server IP on the domain through your host control panel and wait few hours. It should work.
In case of hosting your webisite on other Host, then you should create a subdomain on your DNS Server like play.test.com and reverse it on your Samp Host.
