I STILL GET IT EVEN MY FRIEND GETS IT WHEN USING MY PUBLIC IP BUT WHEN I USE MY IP I CAN JOIN

Did you configure your fire-wall? Add "samp-server.exe" to your firewall, if you haven't. If you have it on your fire-wall already, make sure you port-forwarded it correctly.

And also, next time please try to refrain your usage of caps-lock.

How do you do that? do you do it in inbound rules or outbound?

Disable your firewall check the config file maybe the port there is diffrent if you changed it and forgot
