Well firstly trying to cover up your IP didn't do any good since you can still see it in the URL and secondly have you confirmed that the server is online and reachable from an external source?

After some testing it seems that the signature does not work at all (well at least with the servers I have tried). Go ahead and use this one, http://samp.ae-webmedia.de/signature/ I've tried it with your IP and it works.
