i have a server with Debian 7 Wheezy amd64 (x64) i want run my server with ./samp03svr but the terminal return me the following message:

-bash: ./samp03svr: No such file or directory.

i put ls and return the following:
announce gamemodes LICENSE npcmodes samp03svr scriptfiles
filterscripts include nohup.out README samp-npc server.cfg

i running with the root account

please help me! thanks

did you change directory to the folder which has the files? Try chmod'ing the files (777?) and see if it works or not.

did you install the libs of samp needs in linux? (libstdc++ 6)

I think this it's your problem. Because without this lib, you cannot run the server in linux.
