I lookin for creating character panel for mybb forums, loggin by this in SAMP server, and easy take stats(score and money) for code. I pref files.

You need to save with MySQL then you need to get the data info and make in to a ucp.
People can do this for a price or learn yourself.

You need to do MySQL, cant do with files.

I think its not possible to make Cpanel in Mybb, you need to create separate one for that.
