This isn't a bug, you've posted in Bug Reports.
This is more like "Client Support" and this would be the right section: http://forum.sa-mp.com/forumdisplay.php?f=16
Try reinstalling your game (no mods)
Run both the gta-sa.exe and the sa-mp client as Administrator?

Have you installed any mod ? If so, try uninstalling the last mod before it happen (Or better Uninstall or your mod)

If the problem still persist, I suggest Uninstall samp and download a fresh copy of it.

Let me know if it works.

If you have any modifications installed, you should attempt to remove them. Unless your a complete idiot you will have the original files backed up somewhere, replace the modified versions with them. If you are a complete idiot and you didn't back your files up, then I suggest: remove SA:MP, remove GTA:SA, but also remove the directory that has been created inside your documents. Then reinstall everything.

Ensure you have the patch installed.
