as topic, which one should i pay for?
im sorry if this is a wrong section but im sure this is the right section.
so i need some people with experience to choose for me. which one is better? i dont want any other host but these 2. why? i aint have credit card or paypal. so can anyone here choose for me? which one should i pay?

Volt-Host is the nice but anyway if you want you can choose ColorHost

Don't ever choose Volt-Host if you wanted a host list for $25 + (Per player slot)*$0.25
I suggest you to use ColorHost if you want to >.>

ok. so im going to test a server. just a test. you know, my newest project.

and i want it to be at perfect speed around 200 ms to my country; Malaysia.
so which host area should i take? i believe VoltHost have 1 in US which is around 300 ms. ColorHost all i know is UK. i dont know how's the ping. can you guys suggest for me?

Meh, it's hard to get at least 200 ping here, I'd suggest you take CH instead of Volt, Volt seems to be quite ridiculous. Get the server location at Germany, it's probably the closest I think.

ok its confirmed i will choose ColorHost. it only show me UK or Scranton, PA. i believe scranton is in US. should i pick UK. i tested it and get around 300 ping. i've tested on New York before it goes around 250. i believe Scranton, PA is just nearmy NY. which one should i pick now?
You shouldn't go for price but for service. According to ex owner of Volt Host the service of it will get better in coming months. I suggest you to don't keep with CH for long as I've seen many people having issues with it. You can use CH until Volt Host comes back on the track.
