1) it is legal to be inserted in hosted list you have to pay?
2) there is a list of hosted authorized for this or can anyone do it?
3) I own a VPS that I can somehow put my server in the Hosted list without paying additional sums of money?

no you need to pay like everyone else

You've to PAY for the hosted tab listing, you can't do anything to put the server in the hosted tab.

Particular hosting services offer the ability to add your server to the hosted tab in exchange for a greater fee. You cannot add it manually to the hosted tab unfortunately. It's simply impossible.
